Item is electro-steel engraving engraved by T. Woodman and H. Mutlow Fec. from an image by I. Oliver Pinx. and published by Cornish & Co. probably of Robert Devereux, 2nd Earl of Essex 1565 to 1601, English nobleman and favorite of Elizabeth I. He was placed under house arrest after an unsuccessful campaign in Ireland during the Nine Years' War in 1599 and beheaded in 1601 after a failed coup against the government.
