Deputy Ministry of Finance for twenty years and one of the most powerful of the bureaucratic elite in Canadian government. Queen's Graduate and professor at Queen's in 1915. His efforts to mobilize Canada's financial resources during WWII and his post-war efforts to steer Canada's recovery are considered exemplary.
