The fonds consists of correspondence, speeches, press releases, memoranda, subject files relating to his work as Minister of Labour, his constituency and several federal elections. Correspondents include Sir Robert Borden, J.S. Woodsworth, Lord Tweedsmuir and, most notable, are a large number of letters and telegrams from Mackenzie King.

The fonds consists of files relating to the Airport Inquiry Commission appointed by the federal government in 1970 to inquire into the transportation needs of the Central Ontario market. In addition to evidence at public hearings, the Papers contain many of the studies prepared for the Commission as well as other exhibits filed with the Commission. The fonds also contains a copy of the Report of the Commission of Inquiry into Certain Allegations concerning commercial practices of the Canadian Dairy Commission.
