Edward Phipps-Walker (1914-1985) was born in Hove, Sussex, England and was privately educated attending Winchester House and Highgate School. He apprenticed as a machinist between 1932 and 1935 with Holtzapffel Ltd. in England. Between 1937 and 1939 he was employed by Compagnie Miniere Africaine Milraco in Algeria. In 1939, Phipps-Walker went to the United States for a vacation. While there he married an American woman. At the outbreak of war, he moved to Canada where he joined the ranks of the Royal Canadian Navy Volunteer Reserve. His American wife refused to come with him to Canada and a divorce followed. After the war, he was employed at the Royal Military College in Kingston and later as "Base and Staff Engineer at HMCS Cataraqui. A second marriage ended in a very acrimonious divorce that took up a great deal of his time and energy in the late 1940's and early 1950's. He worked for the Department of Transport (1952-1957) as a Pilotage Officer on the St Lawrence. Then in 1957 he was appointed Harbour Master for the Port of Kingston. Because this position was a "fee of office" appointment, meaning that he was paid only for services rendered he was also able to act as an agent for shipping lines using the port and for Lloyds of London. In this way he was able to enhance his income somewhat. Unfortunately, for Phipps-Walker, the opening of the St. Lawrence Seaway all but destroyed Kingston as a commercial port and he was forced to spend the rest of his working life watching his income from this source gradually diminish.

Edward Phipps-Walker married a third time to Margaret Elizabeth Elliot and they had two daughters Wanina and Patricia. He died in 1985.

Nathan Phillips, QC (November 7, 1892 – January 7, 1976) was a Canadian politician and popular Mayor of Toronto, Ontario, from 1955 to 1962. A lawyer by training, Phillips was first elected to Toronto City Council in 1926. Born in Brockville, Ontario, the son of Jacob Phillips and Mary Rosenbloom, he was educated in public and high schools in Cornwall, Ontario. In 1908, he articled with the Cornwall lawyer, Robert Smith, who later would be named to the Supreme Court of Canada. He graduated from Osgoode Hall Law School in 1913 and was called to the Ontario Bar in 1914. He practised law in Toronto and was appointed a King's Counsel in 1929. He was an honorary member of the Fraternal Order of Eagles, Aerie 2311, the Maple Leaf Aerie[1]. He married Esther Lyons (1893–1983) in 1917 and they had three children: Lewis, born on December 30, 1917; Madeline, born on October 20, 1919, and Howard, born on November 30, 1931.

Phillips was a member of the Conservative Party having been involved in founding the Ontario Conservative Party's youth wing and then having run as the Conservative candidate in Spadina in the 1935 federal election. He placed second. Later, Phillips also ran unsuccessfully in St. Andrew riding during the 1937 and 1948 provincial elections.

Phillips was first elected to Toronto City Council in 1926 and was the first Toronto mayor of the Jewish faith.[2] He served as mayor from 1955 until he lost to Donald Summerville in 1962, after thirty-six years in municipal politics. Phillips was dubbed "mayor of all the people". Until his election all mayors had been Protestant and every mayor in the twentieth century had been members of the Orange Order, which dominated the city's political and business establishment.
